BEI’s work in cities is uniquely valuable to continued innovation. Since 2018, BEI has spurred over 100 new programs, policies, and strategies to advance and accelerate equitable building decarbonization in American cities, navigating through both the headwinds and tailwinds of political cycles.

In 2025, BEI extended our reach into the South, Midwest, and Great Lakes region. We focused on several key strategieswith our cities and partners:

  • Establish Retrofit Navigators to repair and upgrade buildings for lower energy bills and healthier, safer housing.

  • Enact transformative, durable building policies that improve affordability and drive climate progress.

  • Propel utility transition models that ensure energy reliability, affordability, and transition plans for workers.

  • Scale successful building policies and programs to policymakers across the U.S.
